Material Certificates and Inspection Documents for Oilfield RFQs

Documents Must Match the Purchase Risk
Requesting every possible certificate can add cost without improving the purchase, while requesting too little can make compliance impossible to verify. Build the document list from the governing specification, equipment risk, service condition, purchaser quality plan and import requirements. State whether documents are required with the quotation, before manufacture, at inspection or in the final manufacturing record book.
Material Records
A material test report should be traceable to the heat or batch markings on the delivered pressure-containing or load-bearing component. The report normally identifies material grade, chemistry, mechanical properties and the test basis. If an EN 10204 inspection document type is required, state the exact type in the RFQ and confirm who must validate it. Do not accept a generic certificate when specific test results and traceability were requested.
Manufacturing and Inspection Records

- •Heat-treatment charts and furnace identification where required
- •NDE procedures, operator qualifications and examination reports
- •Dimensional inspection report with acceptance tolerances

- •Coating, hardness or other special-process reports
- •Calibration certificates for measuring and test equipment
Inspection and Test Plan
The ITP should identify each manufacturing stage, acceptance criterion, record and responsible party. Clearly mark review, witness and hold points. A witness point generally gives the purchaser an opportunity to attend, while a hold point requires formal release before work continues. Define notification lead time and what happens if the purchaser waives attendance.
Certification Claims
An API specification reference is not the same as an active API Monogram license for a particular product scope. When licensing matters, verify the organization and scope through the official API resources and record the verification date. Do not rely only on a logo in a quotation or brochure.
Final Documentation Package
Ask the supplier to provide a document index before shipment. File names should connect to the purchase order, item number, serial number and revision. Review the package before final payment or release where the contract permits. Keep commercial shipping documents separate from technical manufacturing records, but confirm that quantities, serial numbers and package marks agree.
RFQ Checklist
List every mandatory report, required language, electronic format, approval stage, inspection point and number of final copies in the RFQ. Ask suppliers to price third-party inspection separately and declare any document they cannot provide before the order is placed.
